If it is cold for you outside, then it is cold for your dog. Puppies, especially, lose heat and become chilled very quickly. When it is cold, take your puppy out for very short periods of time – no more than 5-10 minutes.  You don’t want your new puppy to associate being outside with unpleasantness – that’s not going to help your house-training at all.
